The Naval Applications and Business Services’ (NABS) electronic Procurement System (ePS) is marking a period of significant achievement and growth, fundamentally modernizing how the Department of the Navy (DON) manages procurement. Since its initial deployment in September 2023, the system has surpassed several key performance milestones, including growing its user base to over 4,000 members of the Navy’s contracting workforce.
Demonstrating its large-scale impact, ePS has successfully migrated 60,726 contracts to its Core Contracting Module (CCM). In a further testament to its robust data management capabilities, the system has also migrated 381,269 conformed contract files into its MarkLogic repository. The platform continues to be a hub of activity, having processed and executed more than 20,870 distinct contract actions valued at over $7.5 Billion for the Navy.
The system’s rapid maturation is a key part of its success. Initially launched as a Minimum Viable Capability Release (MVCR) with a core set of features, ePS has evolved into a comprehensive solution supporting the full, end-to-end procurement lifecycle. It now serves critical DON sectors, including shipyards and medical supply chains, handling all business functions from the creation of a requirement to the final closeout of a contract.
Looking ahead, the ePS team is focused on continued enhancement and integration. Current efforts include implementing audit-defensible standard processes to comply with the Procurement Data Standard (PDS) and Purchase Request Data Standard (PRDS). The team is also establishing critical interfaces with Navy Enterprise Resource Planning (ERP) and Segregation of Duties (SOD) validation systems, ensuring robust security and compliance. By consolidating legacy contract writing systems into a single, modern platform, ePS continues to be a cornerstone of the DON’s modernization efforts.
