Avum is seeking a Senior System Analyst/Developer Contract Writing Subject Mater Expert to build a government contract writing system (CWS) and support an effort to modify the existing baseline for a new Navy CWS. We require someone with government contract writing experience to work with a team of engineers and stakeholders and support a gap analysis between the CWS solution and government requirements. The candidate must have experience in the domain-specific processes for an electronic Procure-to-Pay (P2P) environment.

This position will require clear documentation of the system baseline evaluation and development effort. The candidate will evaluate the system architecture, analyze the feasibility of implementing functional requirements, and develop/integrate components for the CWS. The customer end-users and stakeholders will generate the requirements and work directly within our teams. The candidate must be experienced in Agile Scrum and DevSecOps methodologies, leading engineering teams in development iterations (Sprints) involving daily meetings (Scrums), a prioritized task backlog, and government stakeholders review sessions. Excellent communication skills, both written and oral, are required. Must be able to lead engineering and analyst teams, along with the ability to coordinate with government personnel.

The ideal candidate would have recent experience with large Navy acquisition systems. Be familiar with all relevant Contracting Regulations (FAR, DFARS, NMCARS). Understand the overall acquisition process from Requirements Definition to Contract Closeout and how Contracting fits into the Financial Management, Procurement Data, and Auditing. While at the same time understanding the concepts of software design, development, and the engineering surrounding a significant development effort.

Candidates must be U.S. citizens and able to pass a T3 background investigation.

NOTE: This fully remote role requires the candidate to participate in meetings virtually using tools like Microsoft Teams. Online availability during the core hours of 9 AM PST/PDT to 4 PM PST/PDT, Monday through Friday, will be required. Availability to support EST core hours as needed

Required Skills and Abilities

  • Experience conducting Gap/Comparative analysis based on customer requirements.
  • 15+ years of overall software development experience with 8+ years of CWS experience.
  • Ability to configure complex solution applications, external system connections, process models, business rules, user interfaces, and management reports.
  • Experience implementing enterprise solutions for organizations with diverse technology portfolios.
  • Knowledge of process design best practices and can guide process re-engineering.
  • Define and prioritize project tasks and system capabilities.
  • Perform design and prototype reviews/demos with government stakeholders.
  • Deep knowledge and experience in Agile methodologies (i.e., Agile Scrum and DevSecOps.)
  • Knowledgeable in DoD Electronic Procure-to-Pay (P2P) environment.
  • Acquisition and contracting expertise.
  • Talent with peer-to-peer collaboration with the Government management teams and stakeholders.

Preferred Skills and Abilities

  • Experience with Appian or other low-code solutions.
  • Acquisition and contracting experience.
  • Technical implementation & organizational change management capability.
  • End to end (E2E) Procure-to-Pay (P2P) knowledge and experience.
  • Familiar with DON-specific architectures, cybersecurity, and environmental constraints (e.g., Navy/Marine Corps Intranet (NMCI) and Outside Continental US (OCONUS) Navy Enterprise Network (ONE-NET))
  • Understands and the ability to review and approve Model-Based Systems Engineering (MBSE) artifacts.
  • Understand or experience with DoD/DON Federal, DoD, and DON financial systems interfaces.
  • Familiar with Cybersecurity National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 and the Risk Management Framework (RMF) for DoD Information Technology (IT).
  • A clear understanding of software test plans, procedures, and reporting in an Agile / DoD environment.
  • Familiarity with Operational Test and Evaluation Force (OPTEVFOR) and Joint Interoperability Test Command (JITC) for E2E Testing, User Acceptance Testing, Joint Interoperability Testing, and Operational Testing.

Place of Performance

The candidate will be required to interact and coordinate with external project team members and other Avum employees remotely. As a remote employee, the candidate will not have a permanent office or desk space but may be required to attend in-person meetings. This may require travel to government sites located in Washington, D.C., and the Avum office located in Agoura Hills, California. Our priority is acquiring the most qualified candidate to satisfactorily perform the required tasks, including team collaboration, regardless of the candidate’s geographical location.

Educational/Work Experience

Bachelor's degree or higher from an accredited college or university with a curriculum or major field of study which provides substantial valuable knowledge in system development and is closely related to the work detailed above, and in a computer science, information systems, physical science, engineering, or mathematics–intensive discipline, or an applicable training certificate from an accredited training institution.

Salary

Starting salaries for this position range from $114,400 - $176,800 and are commensurate with experience. Position is full-time, salaried, with benefits.
