Avum is seeking a skilled and experienced Appian Developer/Analyst to lead the implementation of an Appian-based Contract Writing System. Government contract writing experience or experience in delivering in the Appian Government Acquisition Management (GAM) suite is a requirement. As a GAM Suite Developer, you will be responsible for designing, developing, and implementing solutions using the Appian low-code platform tailored specifically for government acquisition management processes. Your expertise will be crucial in translating business requirements into efficient and user-friendly applications that streamline acquisition processes and enhance operational efficiency.
The candidate will collaborate with stakeholders to evaluate and change the system architecture, implement functional requirements, and develop/integrate components for an Appian Government Acquisition Management (GAM) suite. The candidate must be experienced in Agile Scrum and DevSecOps methodologies and capable of leading engineering teams in development iterations (Sprints) involving daily meetings (Scrums), a prioritized product backlog, and government stakeholders review sessions.
Excellent communication skills, both written and oral, are required. The candidate must also be able to lead engineering and analyst teams and coordinate with government personnel.
Candidates must be U.S. citizens and able to pass a T3/T5 background investigation.
NOTE: This fully remote role requires the candidate to participate in meetings virtually using tools like Microsoft Teams. Online availability during the core hours of 9 AM PST/PDT to 4 PM PST/PDT, Monday through Friday, will be required. Availability to support EST core hours as needed
Example of Activities:
- Conduct Gap/Comparative analysis based on customer requirements.
- Collaborate with stakeholders to understand business requirements and design solutions using the Appian low-code platform to effectively address government acquisition management challenges.
- Integrate the Appian GAM Suite with other systems and data sources as needed, ensuring seamless data flow and interoperability to support end-to-end acquisition processes.
- Conduct thorough testing of developed solutions to ensure functionality, performance, security, and government regulations and standards compliance. Collaborate with QA teams to resolve any issues and provide high-quality deliverables.
- Configure complex solution applications, external system connections, process models, business rules, user interfaces, and management reports.
- Perform design and prototype reviews/demos with government stakeholders.
- Customize the Appian platform to meet government acquisition management needs, including configuring forms, reports, dashboards, and other UI components to optimize user experience and productivity.
- Create comprehensive documentation, including technical specifications, user guides, and training materials, to support deployment, maintenance, and user adoption of GAM Suite applications.
- Provide training and support to end-users and administrators on how to use and manage GAM Suite applications effectively, addressing any questions, issues, or enhancement requests promptly.
- Utilize your expertise in Appian development to build scalable and robust applications within the Appian GAM Suite framework. This includes designing data models, process models, user interfaces, integrations, and business rules.
- Stay updated on the latest Appian features, best practices, and industry trends related to government acquisition management. Proactively identify opportunities for process optimization and innovation to enhance the value delivered by GAM Suite applications.
Skills and Abilities
- Experience implementing DoD acquisition and contracting writing systems/solutions.
- Knowledge or experience working with the Federal Procurement Data System(FPDS-NG), System for Award Management (SAM) or other acquisition-related interface partners
- Deep knowledge and experience in Agile methodologies (i.e., Agile Scrum and DevSecOps.)
- Knowledge of process design best practices and can guide process re-engineering.
- Experience implementing enterprise solutions for organizations with diverse technology portfolios.
- 10+ years of overall software development experience with 4+ years of Procure-to-Pay (P2P) experience.
- Ability to work effectively in a team environment and collaborate with stakeholders at all levels.
- Strong understanding of government acquisition management processes and regulations (e.g., FAR, DFARS).
- Excellent analytical, problem-solving, and communication skills.
- Proficiency in Appian development concepts, including SAIL, process modeling, data modeling, and integrations.
- Expert knowledge of Appian Data Types and Data Stores.
- Experience with Appian forms, process models, interface design, rules & expressions, records, data persistence, document knowledge center, and SQL queries.
- Experience deploying applications in the Appian platform.
- Experience with building Appian plug-ins leveraging APIs and Smart Services.
- Experience designing and implementing modules and App connectivity methods, such as Web API and SOAP requests with WSDLs.
- Knowledge of online Security, both on the infrastructure and application sides, including LDAP, Active Directory, SSO, SAML, and Certificates.
- Proficient with Java/JEE, SQL, REST, APIs and Web Services.
- Experience in working with external integrations (i.e., Web service, ESB, HTTPS, SFTP, etc.).
- Experience in backend database development.
- Understanding of cybersecurity principles and best practices.
- Appian Certified Associate Developer or higher.
Place of Performance
The candidate will be required to interact and coordinate with external project team members and other Avum employees remotely. As a remote employee, the candidate will not have a permanent office or desk space but may be required to attend in-person meetings. This may require travel to government sites located in Washington, D.C., Millington, Tennessee and the Avum office located in Agoura Hills, California. Our priority is acquiring the most qualified candidate to satisfactorily perform the required tasks, including team collaboration, regardless of the candidate’s geographical location.
Educational/Work Experience
Bachelor's degree or higher from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in system development and is closely related to the work detailed above, and/or in a computer science, information systems, physical science, engineering or a mathematics–intensive discipline, or an applicable training certificate from an accredited training institution.
Salary
Starting salaries for this position range from $114,400 - $176,800 and are commensurate with experience. Position is full-time, salaried, with benefits.
